Childhood memory One of my favorite memories as a kid was the time me my sister and the twin neighbors decided that today was a good day to swim. It was probably late april or early may, the pool had been sitting out since last summer and the water had turned green. I of course had to go test out the water, as I was taking my shoes and socks off I went to take a closer look at the water when suddenly my younger sister jumped straight in. She got up and started to cry because the water was full of leaves and other gross things, so me and the twins jumped into the nasty, slimy, green water and had to much fun to be disgusted. Even though everyday of my childhood wasn t like that day, it s been full of learning moments and entertaining moments, good times and not as good times that have helped me figure out how to handle life today. Cocaine (1423 words) Essay CocaineCocaineWhen you reach into the refrigerator for a Coca-Cola, do you ever wonder where it got its name? You might be surprised to find out! When coke was created 120 years ago, it contained cocaine (Bayer 27). At the time scientists did not realize that cocaine was addictive and dangerous. Scientists today know that cocaine is among the strongest stimulants known, and trying the drug even one time can cause heart attack, stroke, and even death. Even the most in shape athlete could die from one use (Bayer 26). The history of coca leaves began hundreds of years ago in South America. The Indians of Peru and Bolivia chewed coca leaves so that they could work hard in high altitudes and need little food. It was not until the late 1700s that the coca plant was brought to Europe, and cocaine was not actually created until 1855 when a German chemist named Albert Niemann extracted a compound from coca leaves and named it cocaine. It was not long after cocaine was discovered that it became a common household item (Woods 32). In the 19th century in The United States, cocaine was included in many different over the counter medicines and tonics (Woods 33). Also a wine named Vin Mariani, which contained cocaine as one of its ingredients, was widely marketed. Among the famous people to indorse the wine were Pope Leo III, author Jules Vern, and inventor Thomas Edison (Woods 33). One of the first doctors to prescribe cocaine to his patients was Sigmund Freud. Freud thought that cocaine could be used to cure opium addiction and alcoholism. In reality, though, he was only substituting one addiction for another. Freud wrote a paper on the affects cocaine had on himself. He found that the only really safe and proper medical use was as a painkiller (Woods 33). Most of the coca plants in the world are grown in Peru and Bolivia by Indians that have learned to make coca paste (when coca leaves are mixed with kerosene) from the plant (McFarland 31). The paste that is made is then shipped to Columbia where it is made into a powdered substance. After the cocaine is made into powder it is shipped to the United States and other parts world (McFarland 32). Drug families in Columbia control most of the cocaine trafficking. They use special planes and boats to carry cocaine from Columbia to Caribbean Islands and southern Florida. They send some on land, by truck through Mexico into the United States (McFarland 32). Most of the cocaine brought into the U.S. goes through Los Angelas, Houston, New York, and Miami (Cocaine Use 3). From these locations trafficking gangs connect with street gangs to distribute most of the cocaine. Gangs including the Crips, Bloods, and Dominican, Cuban, Haitian, Mexican, and Puerto Rican groups control most of the sales. Cocaine is only about percent 80 pure when it reaches the gangs, and only 60 percent pure when it hits the street. This is because gangs cut it with other substances such as sugar, PCP, speed, corn starch, and talcum powder to save money (Cocaine Use 3). Between 1981 and 1996 the U.S. Government has spent more than $80 billion fighting the drug war. Government agents continuously patrol our southern border, from Florida to California, in an effort to ward off large scale drug smuggling. Thus far, their efforts appear futile (Bayer 33). Cocaine is a strong central nervous stimulant. It speeds up the bodys work, and affects the part of the brain that produces strong feelings of pleasure. It makes the user feel powerful and full of energy, and they no longer feel tired. In experiments, monkeys that were allowed to have all the cocaine they wanted, took it until they died. Cocaine has stronger physical affects on the body and brain than almost any other drug. After cocaine is taken, the heart beats 30 to 50 percent faster and the body temperature rises. The strongest physical affects cocaine has, though, are on the brain. The human brain has 30 million nerve cells, which are separated from each other by tiny gaps called synapses. When messages are ready to be sent, chemicals flow into the synapses between one brain cell and another. Cocaine causes these chemicals to remain in the synapses longer, causing the brains messages to be sent quicker. This then makes the body react to things much quicker and sometimes over rea ct. Another part of the brain that cocaine affects, is the reward pathway. Behaviors that are necessary to survival like eating, drinking, and sleeping activate this pathway, and are rewarded so that the person continues to do them. My dad, Gregory Brulz SR., is a Technical Service Representative, employed by Roche Diagnostics Corporation. Roche is one of the worlds largest pharmaceutical manufacturers, and supplier of biomedical testing instrumentation, to many of the clinical laboratories, and hospitals, that perform drug testing. Aside from testing prospective employees for casual cocaine use, these laboratories also perform clinical testing, to aid in the treatment of cocaine addicts, and abusers. My dads job is to set up the test instrument operating parameters, perform testing to ensure that the instrument, and tests, meet federal (FDA), and laboratory regulatory guidelines, and train the instrument operators. On most diagnostic analyzers, human urine is the medium tested, in determining the quantity of cocaine present in a human body. The concentration of cocaine present in the urine, can also be used to interpret the frequency of usage by the individual, and assist in the clinical treatment process. On the analyzer, the urine is mixed with chemical aggregates, called reagents. A high intensity light is projected through a clear plastic cup, containing the urine- chemical mixture. In the first Twilight book, when Edward and Bella get out of the car he does not touch her because he does not want to risk losing control (Meyer). In the movie, Directed by Catherine Hardwicke, he swings his arm around Bella shoulders and states he was going to hell anyways (Hardwicke). When the director did this he changed the plot because in the book none of the other characters knew Edward and Bella talked. This would suggest that there were times when the conflict in Asia assumed tripolarity. After the allies victory in the Second World War the United States and the Soviet Union emerged as the unchallenged authorities in world affairs. The Cold War resulted from there ideological difference and was until 1948 primarily based in Europe. When the Cold War suddenly expanded into Asia in 1949, it was a great surprise to everyone. At the end of World War II Asia had been left in a power vacuum Japans defeat had ended a dominate empire in northeast Asia. This chain of events resulted in a shift in the balance of power and that the communist world had almost doubled by 1950. At the same time as the Americas realised the threat from Communism in China, conflict was also braking out in Korea on both sides of the 38th parallel. This was the first major Hot War of the Cold War era setting a precedent for how conflicts were to be fought in the years to follow. Over the next three years of fighting, the contest between the Superpowers in Asia would only expand and intensify. At the start of the war in 1950, China was drawn into the conflict when North Korean troops were pushed to their border. This resulted in the bombing of supply bases and power stations in China, drawing the Chinese in to the conflict as they now conceded the United States a direct threat to their sovereignty. This resulted in China intervention to protect its own interests and those of the communist movement in North Korea. The 400,000 Chinese troops given the title of â€Å"volunteers† to avoid an American attack on China pushed United States and United Nations troops back below th e 38th parallel. United Nations troops continued to fight for a further two years until their reached the 38th parallel. It was at this point that the United States was griped by intense paranoia concerning communism in general, and Asian communism in particular, China was now seen as a major player in the security of the Asia-Pacific . To try to combat the problem the United States operated a policy of containment. George Kennan came up with the original concept to limit Soviet expansion and Paul Nitze designed the strategy with the aim of preventing communism from increasing its grip were ever it seemed likely to spread . When Eisenhower came into office in 1953 and until the mid 1960 subsequent presidents feared that the fall to communism of any other states would result in a domino effect of other states falling to communism as well. During the Truman, administration the strategy followed was NSC-68, which was created by Nitze. It was less about containing the wide spectrum of communism and more directed towards the Soviet threat to American interests â€Å" American interests depended on the perc eption of power as well as the reality of power itself.† The Korean War prompted the application of this policy and it dealt more with the rearmament by the United States, which had major consequences in Asia. Nuclear weapons were an important element as well as building alliance and psychological warfare. It was in this way that the administration hoped to split China from the Soviet Union, however, there was no suggestion of how to exploit the rift if it should occur. In the next decade, this policy was loosely followed by subsequent administrations. The Eisenhower administration attempted to increase America’s strategic position by strengthening the containment strategy in East Asia, with the aim of weakening the Soviet position and therefore the spread of communism. This was done by forming a number of alliances with states in Asia, this multilateral agreement would bring together states in a collective packed against communist development. These alliances included the American security treaties with the Philippines and ANZUS with South Korea. In 1955 the Southeast Asia Treaty Organisation (SEATO) was established the United States, Britain, Australia, New Zealand, France, Thailand Pakistan and the Philippines agreed to act together to counter any armed attack in Asia. The SEATO was mainly aimed not at China or North Korea, but the problems in Indo-China of Vietnam were communists posed a great challenge. Vietnam was a French colony and the French had been fighting the guerrilla war there since 1946 when no agreement had been met over possible independence. From 1950 until the war ended in 1954, the United States had been sending military aid to the French. This initial involvement would grow to an increasing to a large level in the 1960s and 1970s. After eight years of fighting ultimately ending in a French defeat a truce was achieved, this was the end of French military rule in Southeast Asia. The Americans were unhappy with this new foothold for communism but powerless to act. A by-product of its increased focus on the policy of containment did however result in the later conflict in Indo-China . The American policies of containment such NSC-68 and the American security treaties in the early years of the Cold War indicate that their policies were primary directed towards either reducing the strategic position of the Soviet Unions by either increasing Americas own power or splitting Sino-Soviet relations. This would suggest that at this point the political system was still bipolar. When Moa Zedong came to power in China in 1949, declaring the Peoples Republic of China. The Soviet Union was the first to offer its support. The Soviets boycotted the United Nations in protest to the new government been unrecognised by the international community, and the two countries singed a treaty of friendship in 1950. The Soviets gave large amounts of aid the China, and Mao’s first Five-year plan (1953 to 1957) was largely based on the Soviet model. At first, the relationship went well; however, by the mid 1950s problems were beginning to emerge. The Soviets failed to play anything but a minor role in the Korean War due to their policy of peacefully coexistence with the west. At this point China began to feel that the Soviet policy was merely a sell out to imperialism and difference in interpretation of communism were been drawn. In the late 1950s the PRY was trying to develop its Nuclear defences, it was keen for the Soviets to share the technology and wanted a nuclear bomb as a prototype, however the Soviet Union refused to cooperate send a signal to Mao that China was not trusted. At the heart of this disagreement were Khrushchev’s hopes to carry out reforms in the Soviet Union, to do this he had to reduce the high cost of maintaining military confrontation with the west. By the mid 1960s relations between the Soviet Union and the PRC were so bad that all aid to China had been stopped and all advisors withdrawn. In 1962, China and India were involved in a boarder dispute and the Soviet Union declared itself neutral to the conflict, from this point onwards China and the Soviet Union took opposite stances in international issues. The impact of the Sino-Soviet split was not felt straight away in the Asia-Pacific, nor did the United States who engineered the split know how to exploit it. The collapse of the Sino-Soviet packed divided the Communist world, therefore making it less appealing to other countries. The Sino-Soviet spilt reached its pinial in the late 1960s when there was a fundamental change in the balance of power. At this point, the Cold war in Asia took a new turn as both the Soviet Union and the United States saw China as an enemy. The new status of China was indicated during the Vietnam War as the Soviet Union took the opportunity of reducing China influence by supplying arms. In the early 1960s, the problem of Vietnam returned to the Americans and the policy of containment and concerns about the growth of communism. In 1961 the American Vice-President Johnson visited Vietnam, he came to the conclusion that if America did not â€Å"attempt to meet the challenge of Communist expansion now in Southeast Asia by a major effort in support of the forces of freedom† then it had to be done at that moment with strong force. While government professionals may believe that taking a hit now to help consumers get higher paying jobs may be worth it in the long run so they can start consuming. 2) How have student loans been treated in bankruptcy historically and today? a) Include in your answer information about how the treatment impacts lending b) Include in your answer information about how the treatments impacts the economy c) There is some controversy here why does that arise? d) What might happen if the laws changed? Before 1976 student loans were dischargeable in bankruptcy; this policy did have some loopholes though and when it comes to loopholes in money you do not want to leave many. Student loans stopped becoming dischargeable because they were afraid that the students would take advantage of the opportunity to file bankruptcy and rid themselves of student loan debt and drain the system. Disallowing the discharge of student loan debt helps to increase incentives for lending since borrowers are stuck on the hook and have to pay it back; this makes the lenders feel more comfortable and increases their willingness to lend. This can have multiple impacts on the economy because if student loan borrowers are no longer able to file for bankruptcy on their student loans you are more likely to have a generation of student borrowers that cannot pay their debts. If students graduate with a large amount of debt they are less likely to be consuming products like mortgage or car loans which help our economy run more efficiently. Some student borrowers may end up not borrowing because of the increased risk due to no bankruptcy. Lastly, a horrible scenario may be that lenders know that student loan borrowers cannot default therefore they hand out loans for anyone that wants them because the lender knows they will be stuck on the hook. This has horrible ramifications because one should never lend when they do not believe the borrower will be able to pay them back. 3) Outside of bankruptcy, what ways of dealing with non-payment of student loans exist? How might each affect the economy? a) Students who cannot pay off their student loans can a. i) Talk to your high school financial aid office a. ii) Shop for lower interest rates and loans that offer flexibility a. iii) Do not believe the rates as stated because they are stated for the highest credit scores a. iv) Fill out a FAFSA a. v) Search for scholarships a. vi) Apply for income-based repayment plans (must meet criteria of the Department of Education â€Å"partial financial hardship† (a. vi. 1) Could be 10-20% of discretionary income depending on how you apply a. vii) Enter public service such as teaching or other government jobs and you can discharge your loan after 10 years of making regular payments a. viii) The right to change payments from 10 years to 25 years decreasing your monthly payment while increasing the interest payment b) Some worry that people are taking advantage of some of the above options for student loan debt and are hurting the economy c) If I were a future student loan borrower I would try to get my loan in as quickly as possible and enjoy the lower rates because there is reason to believe that the rate can go up since it is now attached to 10-year Treasury Notes student loan delinquency can really take a hit on your credit score. Whenever someone defaults on a student loan the burden falls on the taxpayers of the country. If students found ways to get out of their student loan debt they would end up leaving the taxpayers to pay it off for them. There is reason to believe that being more lenient on student loan delinquency will allow students to finish their education and get a job that will allow them to pay off their student loan and eventually put more money into the economy. One notable solution that I found interesting was to hold schools accountable for their students. Schools that receive subsidized loan money could be left on the hood for a percentage of the loan balance if the student defaults. This would encourage colleges to pick the best applicants that they believe will finish school with a degree that will allow them to get a job that will pay off their student loan and hopefully buy a mortgage and lease a car to help the economy run more efficiently. 4) What is the impact of the existence of student loans on universities and tuition? a) The existence of student loans results in demands on universities – what are these? Universities are positively impacted by the existence of student loans because without them they would have to exponentially lower tuition. This is the same logic that universities have used to raise the price of their tuition. It is simple supply and demand economics, Joe Schmoe high school graduate gets into a fancy college that costs $40k a year and Joe can easily get a loan. Fancy college gets excited and realizes that the demand for the college is not as affected by price change as they might expect and they raise their tuition until finding the optimal price. The overall impact of this raised tuition is that students will have to take on larger student debts to be able to afford tuition at these universities. The larger loans that student takes the more likely they will end up delinquent on their loans. When students are delinquent on their loans they may end up going into default or not finishing school. In both situations the students end up negatively affecting the economy because the delinquent could end up having taxpayers pay for their defaulted loan and the college dropout will be less likely to pay off their loan due to low income opportunities with no college degree. 5) What is the relationship of student lending to other forms of lending? a) For the first time in years a. i) Outstanding student loan debt is greater than outstanding credit card debt (a. i. 1) Student Loan debt is second only to Mortgage Debt a. ii) 30 year olds with student loans are now less likely to take on housing debt than 30 year olds without student debt a. iii) 25 year olds with student loans are now less likely to take on housing debt than 25 year olds without student debt b) Since the peak in household debt in the third quarter of 2008, student loan debt has increased by $293B b. i) Other forms of debt fell a combined $1. 53 trillion b. ii) Only form of debt to substantially increase since the 2008 crisis b. iii) Mortgage balances shown on consumer credit reports dropped (b. iii. 1) Originations are 17. 4% below Q1 2011 b. iv) Credit Card Balances 21. 6% below Q4 of 2008 c) 15% of delinquent student loan borrowers also have delinquent auto loans, 35% have delinquent credit card debt and just over 25% are delinquent on mortgage payments The bottom line is if students are leaving school with more debt, than they will be less able to take on more loans in the housing, credit and auto loan industry, which help power our economy. Two things can end up happening, student loan borrowers will be turned down when seeking lending in the auto or mortgage industry because of the stigma attached to student loans. Another possibility is that a small but significant amount of students take on multiple loans during college and accumulates large amounts outstanding debt in all areas. The most important and repeated statement of this paper will be that the taxpayers will have to pay the loans when students default. 6) What Fed actions (during the past decade) have impacted the student loan industry? 7) Why is the Fed concerned about student loans? What is its actual role here? The Fed is concerned about student loans because it is now the second largest form of outstanding debt and it has been growing. There is reason to believe that it will continue to grow due to low employment encouraging people to stay in school or go back to school. Another pressing concern is that a large amount of these student loans are federally insured and could increase the budget deficit. And to reiterate the most important factor that when students default on their student loans, the burden will be placed firmly on the lap of the taxpayers. The role of the Federal Reserve Bank is to supervise participants in the student loan market. Supervision of participants in the student loan market is similar to their supervision of other retail credit markets and products meaning they are able to go over what you buy aka Student Loans bought by private institutions. Institutions subject to Federal Reserve supervision are â€Å"subject to onsite examinations that evaluate the institutions risk-management practices, including the institutions adherence to sound underwriting standards, timely recognition of loan deterioration and appropriate loan loss provisioning, as well as (to a limited degree) compliance with consumer protection standards. Many of these institutions have significant student loan portfolios. † A large concern the Fed may have about student loans is that of the relevant information (relevant statistics) about student loans are unknown. In the finance world investors are willing to pay for a larger degree of certainty so this proposes a large problem. One action the Fed took was deploying Capital Analysis and Review (CARR) â€Å"which is a supervisory tool that the Fed deploys to enhance financial stability by assessing all exposures on bank balance sheets. Large US banks are strongly encouraged to be forward looking and account for unique risks and keeping sufficient capital so we can continue operations during time of economic and financial distress. † The large US Banks that CARR searched found that they held $63B in government and private student loan debt outstanding $26. 3B of which is outstanding. The Federal Reserve also developed guidance outlining loan modification procedures with the Feral Financial Institution Examination Council which discusses how banks should engage in extensions, deferrals, renewals and rewrites of closed-end retail loans (including private student loans). They encourage that any restructuring should be based on renewed willingness/ability to repay and must be consistent with the banks policies. They note that lenders should work with borrowers who have a legitimate claim to financial hardship. These concerns are shared with the OCC and FDIC; they are even allowing institutions to go against GAAP. The Federal Reserve is really helping borrowers and investors by encouraging lenders to be as transparent as possible. Information should be clear and easily accessible to borrowers and should include information on how to contact the lender or servicer to discuss the programs that might best fit their specific needs.
